The local government will condition the issuance of licenses for new constructions on developers completing the urbanization work in the surrounding area beforehand. This requirement will not apply to subsidized housing projects, as they serve the public interest. Estepona’s City Council plans to present a proposal at the upcoming plenary session to strengthen buyer protection for new properties in the city. The aim is to ensure that developers have finished all surrounding works before buyers move in. The council will prioritize the completion of urbanization works like sidewalks, roads, and services for new construction projects in Estepona when granting building permits. The proposal, scheduled for discussion in March, intends to establish a general rule for issuing licenses in areas where urbanization is ongoing. It comes in response to instances where developers fail to complete these works, causing harm to property buyers and residents. The plan proposes to withhold building permits in areas with ongoing urbanization until all works in the respective unit or sector are approved by the council. However, this rule will not apply to subsidized housing projects, ensuring they have necessary facilities and services. Existing license applications will not be affected by this new criterion, but all required guarantees for urbanization completion will still be enforced.
