Estepona City Council Approves New Digital Administration Ordinance

During today’s plenary session, the City Council of Estepona granted preliminary approval to the updated Digital Administration Ordinance, paving the way for a more efficient, user-friendly online platform. Electronic transactions in the city have shown significant growth, with 31,156 recorded in the first seven months of 2026, marking a 16.4 percent increase from the previous year. This uptrend underscores the rising use of e-government services, with monthly averages climbing from 3,825 in 2025 to 4,451 in 2026. Ana Vilaseca, the deputy mayor overseeing Finance, Personnel, and New Technologies, emphasized the widespread adoption of the electronic registry. The City Council’s new ordinance will replace the outdated 2016 regulation on Electronic Administration, aiming to enhance accessibility and security in digital interactions. It focuses on regulating the electronic portal, general electronic registry, identification and signature systems, electronic communications, digital files, records, and public services available online. Notable features include a centralized electronic portal for information and services, accessibility requirements for services, and support for individuals unfamiliar with digital tools. The ordinance also introduces an authorized public official role and a Registry Assistance Office to aid citizens in submitting applications. It promotes efficiency through automated administrative actions and interoperability with other government agencies. Furthermore, the ordinance ensures the integrity and security of municipal information, compliant with relevant regulations. Future plans include expanding digital services, implementing electronic payment systems, and enhancing electronic invoicing. The Estepona City Council’s objective is to establish a comprehensive regulatory framework that prioritizes citizens’ rights and promotes consistency across municipal departments. The approval of the new Digital Administration Ordinance signifies a transformative step in modernizing municipal administration, enhancing accessibility, and reinforcing legal and technological standards for digital services.
