Between 2005 and 2007, the PSOE hastily approved 13 partial urban development plans without requiring developers to set aside land for subsidized housing as mandated by the Andalusian Urban Development Law (LOUA). The current City Council is now obligated by law to continue processing these pending plans. The government team in Estepona expressed disappointment at missing the opportunity to construct over 1,500 subsidized housing units due to the poor urban management by the PSOE over a decade ago. During a recent plenary session, the deputy mayor of Development, Infrastructure, and Tourism highlighted how the socialist leaders bypassed VPO requirements, allowing developers to build without allocating the necessary land for social housing. These decisions have burdened the city with incomplete plans that must be addressed legally. Despite this, the current administration is committed to enforcing the 30 percent VPO reservation in future projects. Furthermore, efforts are underway to expedite VPO projects, including repurposing public facility plots for subsidized rental housing. By leveraging the recent housing measures decree, the City Council aims to provide more affordable housing options without significant changes to existing planning instruments.
