The Municipality Initiates the Approval Process for a Regulation on Electric Scooter Usage

Signage has been placed on the seafront and the main commercial streets of the city to remind people of the ban on electric scooters in pedestrian areas. The Estepona City Council has started the process of regulating the use of electric scooters in the city through a Regulatory Ordinance on Circulation and Use of Personal Mobility Vehicles (PMV). Additionally, vertical signs have been installed on the seafront and main shopping streets to emphasize that the Directorate General of Traffic (DGT) prohibits the use of these vehicles in pedestrian zones due to the high pedestrian traffic in these areas, especially on weekends and holidays. Non-compliance with these rules will result in penalties by the Local Police, as stipulated by DGT regulations. The municipality aims to enhance road safety and harmony among users, pedestrians, and cars by creating a specific local regulation based on DGT guidelines. This regulation covers penalties for violating no-passing signs and other basic rules for using Personal Mobility Vehicles, such as the prohibition of riding on sidewalks or urban tunnels, and wearing headphones or using devices while driving. The recent State Traffic Law requires electric scooter riders to wear helmets, which will be detailed in the upcoming municipal ordinance. The objective is to introduce a comprehensive regulation on Personal Mobility Vehicles to enhance public space, road safety, new mobility modes, clean energy, and citizens’ quality of life. The deputy mayor of Development, Infrastructure and Tourism, Ana Velasco, explains that the new ordinance will be tailored to the city’s needs, incorporating the existing national, regional, and local legislation on the subject. The municipal regulation aims to promote road safety, ensure safe usage of Personal Mobility Vehicles, and establish conditions for their circulation while outlining the sanctioning framework.
