Today, the Official Gazette of the Province of Malaga (BOPMA) has released the tender process with the criteria for potential applicants. The Estepona City Council has launched the process for granting the construction and operation of five new stands in the Fair and Sports Park. These stands will be permanent, allowing their use throughout the year based on the municipal approval for festive occasions. The objective of the grant is to continue enhancing the fairgrounds of Estepona with suitable infrastructure to host the annual fairs and festivals held in the city. Additionally, the goal is to utilize a significant portion of the area to offer, during the remaining months, a range of recreational amenities to complement the existing ones. The grant, to be assigned through an open process, is limited to five plots of varying sizes. The new stands will be constructed on-site, ensuring their permanency. They will feature two floors, with layouts for the ground and upper levels. The minimum requirements for functionality and internal layout include a living area with a dance floor, a bar (which can be integrated into the living area), a kitchen, a storage room, and restrooms accessible through a separate entrance hall, all in accordance with the surface area of each stand as outlined in the relevant regulations of the General Urban Development Plan (PGOU). The maximum duration of the grant will be 40 years. The minimum annual fee specified in the bidding documents is 3,141 euros for 100 square meter plots, 3,138.49 euros for a 99.92 square meter plot, and 4,551.31 euros for larger plots. The selection of the grant recipient will be based on the submitted applications and, in case of a tie, a draw will be conducted. Each bidder can only be awarded one stand, even if they have bid for multiple stands in order of preference. Individuals or entities currently holding a concession for a stand at the fairgrounds are ineligible to participate, as well as those holding a minimum 25% stake in existing stand concessionaires. The grant process has been open for public display for 20 days, as detailed in today’s Official Gazette of the Province of Malaga (BOPMA). It also stipulates that the successful applicant must maintain the buildings, facilities, and other structures in good working condition, safety, cleanliness, and hygiene throughout the grant period, covering any necessary repairs and replacements at their own expense. Moreover, the grantee is obligated to fund all major and minor repairs, both routine and extraordinary, needed to preserve the complex in optimal operating conditions, without the City Council incurring any costs for these maintenance activities.
